AS for forever 21, I've bought a ton of their jewelry lately, ripped it up and used it for other things suck as decorations on my LoJ steampunk hat and some really wild jewelry. The metal is awesome, thin enough to be bent but I've never had anything break . Those $7 cuffs will get you a ton of compliments too.
