Hrm... you need... slots for stuff shaped like lipstick (short and fat) or lip gloss/mascara (longer and not quite as fat)... and... flatish zippered compartment for thin long stuff like eyeliner/lipliner... hrm hrm... removable mirror? fold-up brush? erm erm erm... a comb!! Oh, and a big compartment to dump foundation, powder, eyeshadow containers, sparkles and any other random sized bottles that don't fit elsewhere. Maybe some smaller zippered or otherwise sealed compartments for other random stuff like tissues, extra brushes/applicators or small bottles of make-up remover.
As for how many of each item, that really depends on the person. Some cosplayers, especially if they have a lot of costumes with different styles, will need many different full sets of make-up. But I think the typical person should only really need to bring two or three shades of lip/eye stuffs, and one shade of skin stuff while traveling.
